As year 2000 approached, two counter-terrorism groups within the United States, the CIA's Alec Station and the FBI's I-49 Squad working out of D.C. and New York, respectively, tried do everything possible to stop a terrorist attack by the Al-Qaeda and leader Osama Bin Laden.
In the period leading up to 9/11, the determined men and women from both of these divisions faced obstacles every step of the way that included internal and external politics, competitiveness and distrust across divisions and a lack of resources, especially specialists who spoke Arabic and understood the real threat.
